The rise of an “artificial state,” where algorithms and corporations supplant democratic functions, is not just the result of Silicon Valley’s relentless ambition; it is an undeniable indictment of the democratic institutions that allowed, and often welcomed, this slow-motion surrender of power. Harvard historian Jill Lepore’s upcoming book, The Rise and Fall of the Artificial State, lays bare the mechanisms through which tech companies have assumed roles once exclusive to governments, from managing public discourse to proposing AI presidents. Yet, the framing often overlooks the critical vacuum created by years of political inertia and regulatory reluctance, a void that tech capital was only too eager to fill.

Lepore argues that tech’s encroachment represents “a return to tyranny and mystification in the form of rule by algorithms, corporations, machines.” This is a powerful, urgent warning. But it paints a picture of usurpation that perhaps absolves too easily the legislative bodies and governmental agencies whose primary function is to safeguard the public sphere. The 1996 Telecommunications Act, for instance, mentioned in the interview as a “mistake” and a product of a particular political moment, illustrates how early policy choices, or lack thereof, laid groundwork for the internet’s corporate-dominated future. It wasn’t just tech grabbing power; it was often given through neglect or miscalculation.

We have long been told that innovation requires a light touch, that regulation stifles progress. This narrative, assiduously promoted by industry lobbyists, served a crucial purpose: to keep government intervention at bay while tech expanded into every facet of civic life. The incentive for many politicians was clear: to be seen as pro-innovation, even if it meant deferring crucial questions about digital governance and accountability. This deference allowed tech giants to define the rules of engagement for their own platforms, transforming private ventures into de facto public utilities without public oversight.

When Civic Infrastructure Becomes Corporate Domain

Consider the evolution of social media as a public forum. As Lepore notes, Twitter—once a “goof”—was later rebranded by the company as a “town hall in your pocket” only after politicians, like Newt Gingrich, leveraged it for political gain. The data, however, told a different story: in 2012, when Twitter rolled out its Politics and Elections Handbook, only one in five Americans had an account, and less than 10% of users generated over 90% of political tweets. This was not a democratic cross-section; it was an echo chamber for the hyper-partisan. The idea that Twitter was improving democracy was, as Lepore bluntly puts it, “bananas.”

What is often missed here is not just Twitter’s opportunistic rebranding, but the immediate and uncritical adoption by political leaders who saw an easy amplification channel. They embraced a private platform as a public square, outsourcing a core function of civic infrastructure—deliberation and information exchange—to a company whose primary goal was engagement and ad revenue. This wasn’t forceful seizure by Jack Dorsey; it was a willing delegation by elected officials.

The current backlash against data centers, often highlighted in local news, provides another stark example. Lepore points out instances, like in Salt Lake, where over 70% of local residents opposed a data center, yet their representatives supported it. This reveals a fundamental breakdown in democratic accountability at the grassroots level. It illustrates that the “artificial state” doesn’t just manifest in grand AI pronouncements from figures like Sam Altman or Elon Musk; it solidifies through local decisions where the economic allure of a tech project overrides collective will. These are not instances of tech’s sudden, overwhelming power, but symptoms of existing local governance failures, exacerbated by the decimation of local journalism—a consequence, as Lepore notes, often attributed to social media platforms.

The Long Shadow of Unchallenged Narratives

Lepore’s critique extends to Silicon Valley’s peculiar misreading of science fiction, where cautionary tales become “manuals for the future.” This observation is acute: figures like Musk seem to draw inspiration from dystopian narratives like The Terminator or Battlestar Galactica, often overlooking the inherent warnings about human obsolescence or societal collapse. But this intellectual myopia is enabled by a wider cultural acceptance of technological determinism, the 19th-century notion, tied to Darwinian evolution, that all technological change equates to inevitable progress.

My most skeptical observation on this whole affair is how eagerly established power structures have accepted this tech-driven redefinition of progress, often without truly understanding the underlying mechanisms or long-term societal costs. This has allowed tech companies to avoid difficult public debates about data ownership, algorithmic bias, or the environmental footprint of their vast server farms. The idea of progress became inextricably linked to corporate growth, bypassing discussions of moral or societal betterment.

Lepore correctly emphasizes that the artificial state is “doomed to failure” because it cannot sustain itself without destroying the natural world it depends upon. This fundamental contradiction—resource extraction for an increasingly virtual existence—is a theme long explored in science fiction by authors like E. M. Forster in The Machine Stops. The problem is not merely that tech leaders misinterpret these warnings, but that the existing governance frameworks have largely failed to impose guardrails. Reversing course means not just critiquing tech’s hubris, but rebuilding the institutional muscles required for democratic oversight and asserting the primacy of public interest over corporate ambition.
